As to abolishing the referendum entirely I want to go on record as being opposed to that. I feel that if more time could be allowed in taking the vote (and I see no good reason why such could not be), the following plan would be a good one. The proposition to be submitted to be posted in the office of the different locals for a period of thirty days, the membership voting on same to attach their signature in the yes or no column, only such members voting who are in good standing to be counted for or against each proposition submitted, the signatures to be sent to the International Office for reference. The above plan while requiring a little more time, would, I feel, sure bring out a great deal larger vote than has been polled hertofore, and would to a great extent eliminate the possibility of the officers of a local voting the membership against the majority of members' wishes, as has been done in the past. Locals could take such measures as they see fit and proper to induce the members to vote on all propositions submitted, anyway the percentage of members who do not visit their headquarters at least once each month is very small, and with proper notice, at least eighty per cent would vote on all proposed measures of law. While the judgment of the general membership is not always of the best, yet we have only to look back to the Minneapolis convention to see that the judgment of the delegates of the conventions_ are also faulty at times.
